Pass only `alert_id` to `IncidentManagement::ProcessAlertWorker`

What does this MR do?

Passes only alert_id to IncidentManagement::ProcessAlertWorker

At the moment we call ProcessAlertWorker, AlertManagement::Alert already exists. Thus we can pass alert_id instead of whole payload.
