Geo: Enable Package File replication

What does this MR do?

Enables Package File replication (by enabling the :geo_self_service_framework_replication feature flag by default).

Screenshots

The progress bar actually is not behind feature flag (this is totally fine). The feature flag only controls whether new and existing package files are replicated to Geo secondaries.
