Remove license check from Secret Detection

What does this MR do?

• Remove license check from Secret Detection
• Update Secrets Doc with this change and feature differences between core and ultiamte
• This explicitly does not handle updating the SAST docs, as we need !34567 (merged) first. I'll do a subsequent MR to update that once that MR ships.
