Calculate recording time before other usage data

What does this MR do?

Calculate recorded_at before other any other usage data

• The idea is to be able to compute a the duration for the usage ping calculation using recorded_at, recording_ce_finished_at and recording_ee_finished_at
• This is used when calculating Gitlab::UsageData.to_json(force_refresh: true)
