Adapt Limitable for system-wide features

What does this MR do?

Adds Plan.current method which loads the plan record corresponding the system license. With these changes we can use the Limitable concern for enforcing system-wide features, like instance level CI/CD variables.

This is the first step for #216097 (closed) / !32575 (merged)
