Update GitLab Pages Documentation

What does this MR do?

Simplify section on how to run GitLab Pages on a separate server. It improves the section on how to get the necessary secrets copied across from the main GitLab installation to the N instances of GitLab Pages running separately.

Removes section about enabling access control since it's an optional step while running Pages on a separate server.
