Internationalize alert severity

What does this MR do?

Internationalizes the options for the Severity field. This also fixes the capitalization to be in line with UX requirements.

This was noted as part of the ux review for this MR: !31171 (comment 340100350)

The feature is currently behind the alert_management_minimal feature flag.
