Alerts list status tab filter (no BE integration)

What does this MR do?

Adds tabs that would filter alerts list by status.

⚠ note, currently there is no BE integration, cause BE is in progress. It will be done in the scope of different MR

🇺🇦 Current feature is behind 2 feature flags alert_management_minimal and dedicated flag alert_list_status_filtering_enabled, which will be removed in scope of BE integration MR
