Disallow most failure when CI config are changed
What does this MR do?
This makes the following jobs automatically start when .gitlab/ci/**/* is updated:
-
review-deploy(not allowed to fail) -
review-qa-smoke(not allowed to fail) -
review-performance(not allowed to fail) -
package-and-qa(still allowed to fail given the success rate: https://app.periscopedata.com/app/gitlab/496118/Engineering-Productivity-Sandbox?widget=6953341&udv=833427)
