Broadcast issue updates to an ActionCable channel

What does this MR do?

Backend portion for #17589 (closed). Frontend is in !30239 (merged)

This MR publishes a message to an ActionCable channel every time an issue is updated.

We will use this to update the issue sidebar in real-time
