Drop support for `License-Management` CI config

What does this MR do?

Issue #213572 (closed)

We're dropping support for License-Management in favour of License-Scanning.

In this MR we're updating the License-Management template so it return an error message and a link that help users to fix their CI config. Also, we're pointing AutoDevOps config to the new License-Scanning template.
