Drop support for `License-Management` CI template

A part of #8912 (closed)

We're dropping support for license_management so have to remove License-Management.gitlab-ci.yml template.

implementation plan

  1. Update License-Management.gitlab-ci.yml to ask users to update their config.
  2. Update AutoDevOps template.
  3. Create a follow-up issue to remove this template completely. #216261 (closed)
