Link license management button to license compliance policies section

What does this MR do?

• Changes license_management_settings_path from returning a link to project > settings > ci/cd > license compliance to project > security > license compliance > polices (this is being used within the licenses MR widget and pipeline view)
• Adds logic for linking to an individual on the license compliance tab so the link above opens the correct tab
