Move requirement services and finder into requirement_management

What does this MR do?

Because there will be multiple resources related to requirements feature, we will put them all into a separate module - RequirementsManagement.

This MR addresses only finder and services - model is addressed by !30052 (merged), API/controller is still TBD.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
