Move requirements into its own module

What does this MR do?

Because there will be multiple resources related to requirements feature, we will put them all into a separate module - RequirementManagement. To avoid migration downtime, requirements table is not renamed (#215872).

Also adds inverse_of for Requirement associations.

This MR addresses only model/policy. Finder/services/controllers... will be addressed separately.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
