Add alerts to left sidebar navigation

Tiny MVC for: #213876 (closed)

This merge(2/6) addresses the following:

• Adds sidebar menu entry for surface alerts

Further work

• Link to section in sidebar => merge request 2/5
• Add vuex store to section(this merge will include mock test data) => merge 3/5
• Add help/user/project/operations/alert_management.html => merge 4/5
• Extend with userCanEnableAlertManagement 5/5
