Quarantine broken test

What does this MR do?

It quarantines `security_reports_spec`. The test is broken due to a feature flag being enabled in staging and the fix might require a major refactoring. See #213676 (closed).

There is also a different failure for the same test in both staging and master currently under investigation in #213277 (closed).
