Add project template for Static Site Editor / Middleman
What does this MR do?
It adds a project template for Static Site Editor / Middleman.
I followed this guide to create a MR: https://gitlab.com/gitlab-org/project-templates/contributing
My implementation is based on a previous MR
There is no icon yet, but I think the default one will work for us for now.
