Add status endpoint to Pages Internal API

What does this MR do?

Adds a new endpoint for the internal pages API /api/v4/internal/pages/status.

This endpoint will allow gitlab-pages to check if the API is enabled and ready to be used. It is a proposed change described in #210010 (comment 315898653).
