Update gitlab-qa to 15.10.1 and pipeline-common to 13.2.1

This MR updates the gitlab-qa gem to 15.10.1 and the pipeline-common CI include to 13.2.1.

gitlab-qa 15.10.1 fixes support/setup/gitlab_duo_setup.rb. On master, that script fails with PG::UndefinedColumn when it looks up the Duo add-on purchase. This failure breaks every E2E scenario that seeds Duo seats, for example duo-agent-platform.

pipeline-common 13.2.1 adds --slack-bot-token to every post-to-slack call. Our .notify-slack jobs run post-to-slack from the qa/ bundle, and gitlab_quality-test_tooling 3.22.1 does not accept that option. So this MR also updates gitlab_quality-test_tooling in qa/Gemfile to 3.23.0, the first version with the option.

This MR replaces the Renovate MR for gitlab-qa 15.10.0: !264529 (closed)
