Updates GITLAB_QA_VERSION from 15.9.0 to 15.10.1. This skips 15.10.0, which never landed here.

15.10.1 fixes the Duo setup script, which fails on GitLab master with PG::UndefinedColumn. 15.10.0 replaced the MinIO image with Silo, because Docker Hub no longer serves minio/minio.
