Resolve "Prevent projects from being shared outside a GMA group" - forking case
What does this MR do?
It blocks the possibility of inviting group to a forked project in a particular case:
- when project is in the group, that enforces SSO, or is forked from this kind of group
- when group that is supposed to be invited was created outside this group
It's the fourth part of changes described in #12420 (closed)
