Replace 'issue-duplicate' icon with 'duplicate'

What does this MR do?

Replace all instances of issue-duplicate with duplicate. In a future issue in the SVG project we can then deprecate issue-duplicate, thus making the UI more consistent, and keeping the icon library clean and up-to-date.
