Make Danger fail on error again and post a new comment each time

What does this MR do?
Related to #208282 (closed) and closes #208688 (closed).
This makes Danger fails on error again and post a new comment each time (and removes all previous Danger comments), so that Danger comments are posted in the discussion flow of MRs, which is more natural.
