Exclude compaction tokens from snapshot broadcasts

What does this MR do and why?

Exclude the client-supplied compaction token before passing a snapshot to broadcast. The broadcast method already filters it, but filtering at the call site protects the token if that method changes. A channel spec checks the argument passed to broadcast.

How to set up and validate locally

  1. Enable wiki_collaborative_editing for a test wiki.
  2. Open the same wiki page in two rich text editors and make enough edits to trigger snapshot compaction.
  3. Check that both editors continue to receive updates without receiving the compaction token in a relayed sync message.

MR acceptance checklist

  • Regression spec covers the argument passed to broadcast.
  • No changelog entry: the feature flag remains off by default.
  • No documentation change: the protocol surface is unchanged.
