Fix description of renamed global ID types

What does this MR do?

This fixes two issues spotted in the GraphQL docs:

Fix 1

Types::GlobalIDType[Model].as('NewName') renamed the type but kept the description built from the default name. As a result, JobID was documented as "A CommitStatusID is a global ID".

This MR rebuilds the description when .as renames the type. JobID is the only type affected. The regenerated docs and introspection schemas change only that description.

Fix 2

The granularScope directive had no description, so the generated GraphQL directives reference page showed its heading with empty lines where the description should be. It was the only directive with this problem.

This MR adds a description to the directive class. The regenerated docs and introspection schemas change only that description.
