Stop writing CLAUDE.md in the principles distiller

What does this MR do and why?

Updates the gitlab-ai-principles-distiller gem so it no longer writes CLAUDE.md anywhere. Claude Code now natively reads AGENTS.md, so the parity copy the distiller maintained is no longer needed.

Changes:

  • manifest.rb: removed 'CLAUDE.md' from TOOLING_PATHS; removed the claude_path write in generate_agents_md_context_loading; updated the puts message and method comment.
  • auto_mr.rb: removed CLAUDE.md mentions from the tooling-MR comment, commit message, and two MR description strings.
  • sync.rb: removed CLAUDE.md from two prose comments.
  • manifest_spec.rb: replaced the 'keeps CLAUDE.md identical to AGENTS.md' parity test with a 'does not write CLAUDE.md' test, and removed the CLAUDE.md fixture write from the before block.

Implements stream 1-B of the workplan; deleting the committed CLAUDE.md files (stream 1-A) and removing doctor parity enforcement (stream 1-C) are tracked separately.

How to set up and validate locally

  1. Run the gem's spec suite:
    cd gems/gitlab-ai-principles-distiller && bundle exec rspec spec/
  2. Confirm 619 examples, 0 failures.
  3. Optionally, run the sync executable without --push and confirm no CLAUDE.md is written:
    bin/gitlab-ai-principles-distiller-sync
