Document tag publish-date sort in the container registry
What does this MR do?
The tag-details page in the container registry said tags sort only by name. When the container registry metadata database is enabled, tags also sort by Published, which is the default and lists the most recently published tags first. I add the missing option to the page and link to where the metadata database is enabled. On a 19.2.4 instance with the metadata database enabled, the tag list sort dropdown offers Published and Name, with Published selected by default.
