What does this MR do?

This is follow up on discussion #205391 (comment 287309492) to make https://gitlab.com/gitlab-org/gitlab/-/blob/dde7be6f5cb77b7be8287c2676a015f39152775c/app/services/projects/operations/update_service.rb#L86 test more dynamic, so it will no create false failures for not related changes in services table schema.
