Add initial Rspack config structure and dependencies (Rspack split 2/4)

What

Lays out the Rspack config skeleton — config/rspack.config.mjs plus the non-plugin building blocks (settings, entries, define, cache groups, loader rules, Monaco worker rule, worker loader) — and adds the @rspack/* toolchain dependencies.

Vue handling and plugins (including the Vue 2/3 infection) are intentionally absent and land in part 3, so this does not yet produce a complete bundle.

Why this is safe while incomplete

Nothing builds with Rspack unless ENABLE_RSPACK is set, so the skeleton is dead code in the default pipeline — it only needs to parse. Full build correctness arrives in part 3.
