WIP: "Move vulnerabilities to `/vulnerabilities/[id]`"

What does this MR do?

This MR moves the standalone vulnerabilities from security/dashboards/[id] to security/vulnerabilities/[id]

It's currently based off !23438 (merged) so the diff is a bit wonky. Hence the WIP status

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
