What does this MR do and why?

This MR backports the fix in Show ultimate_only agents when paid license is ... (!239403 - merged) to 18.11.

Reproduction is unchanged from master: a self-managed instance with a paid license plus an active gitlab_credits add-on hides the Security Analyst foundational chat agent. This backport restores it.
