Resolve "Set a limit on the date range selection for Cycle Analytics"

What does this MR do?

This MR sets a 6 month date range limit on the shared analytics daterange component

It requires the changes from !22954 (merged) and gitlab-ui!1022 (merged)

❗ Before merging this, changes from gitlab-ui!1022 (merged) need to be pulled into gitlab via a gitlab-ui version bump.
