What does this MR do and why?

Part of the Banner cleanup - Removals after onboarding & ne... (gitlab-org#20607)

As discussed with @veethika let's remove the input alert.

As immediate preparation of Buttons > Reduce the number of variants (gitlab-org/gitlab-services/design.gitlab.com#2013) the secondary buttons needs to be migrated to either a default or confirm button to avoid having two primary buttons.

  • Migrates button to primary (alert expects a primary button anyway)
  • Migrates to use the actions slot of the alert component
