Update the help text for Inputs section on run pipeline page

Problem to solve
We have an inputs section and an alerts that explains to users the benefits of using inputs over variables. The presence of the alert is creating confusion about the primary action on this page and also duplicates information about inputs.
A better approach will be to improve the help-text for inputs to make users understand why it is a more secure path as compared to variables. This will also involve improving the empty state content and potentially introducing a button to go to pipeline editor there since that's the only way to add inputs.
