Backport of 'Add backtrace to placeholder user reassignment failure logs'

What does this MR do and why?

Adds backtrace to log_and_fail_reassignment in ReassignPlaceholderUserRecordsWorker so that future failures include the full backtrace directly in the error log.

During the investigation of #589824 (closed), the error log only had the message, this should make debugging faster next time.
