Placeholder user reassignment failing due to query timeouts

Problem

Some placeholder users are failing reassignment due to PG::QueryCanceled: ERROR: canceling statement due to statement timeout errors ((kibana logs link - 2026-02-07 to now). Even after retrying reassignment using console commands, some placeholders still fail reassignment due to query timeout errors. This issue is to investigate what's causing query timeouts in placeholder user reassignment then implement a fix
