Backport: DAP onboarding UX
What does this MR do and why?
This backports the DAP onboarding experience which includes the following MRs:
- Implement the AI panel empty state component (!219592 - merged)
- Improve the existing DAP not available empty st... (!221533 - merged)
- Update DAP trial empty-state copy to align with... (!221902 - merged)
- Refactor chat empty states to sub-components (!219578 - merged) (unrelated, but necessary for the following changes to apply)
- Add trial/paid distinction and CTAs to credits ... (!221113 - merged)
- DAP - Added empty state for trial and sub (!221499 - merged)
