Remove added categories from .rubocop_todo/rspec/feature_category.yml

Addresses the review comment in !219647 (comment 3027413672) to remove any added feature_category entries from the .rubocop_todo/rspec/feature_category.yml file. This is done via the script in https://gitlab.com/-/snippets/4928835

This work is part of the effort to clean up feature category todos as outlined in the Phase 1 epic for reducing functional test flakiness.
