Backport of 'Add work item support to missing chat integrations'
What does this MR do and why?
The fix (!220176 (merged)) for some of the chat notifications not being triggered for Service Desk tickets was deployed to production and is available to customers in version %18.9.
Since the migration of Service Desk legacy issues to tickets was completed in %18.8, we also need to backport the fix into %18.8.
