Add enable_modsecurity toggle to Ingress Managed App
What does this MR do?
Add enable_modsecurity toggle to Ingress managed app and exposes as checkbox within UI
New column added with dependency MR !21968 (merged)
This replaces the previous behavior hid behind the ingress_modsecurity
feature flag, instead requiring "opt-in" to enable modsecurity during
ingress installation
