Backport of 'Fix incorrectly shown limited experience alert on pipeline security tab'

What does this MR do and why?

The advanced vulnerability management limited experience alert is incorrectly shown on the pipeline security tab because the ability is not pushed to that page. It doesn't use advanced vulnerability management. So we should explicitly restrict the message for the pipeline dashboard type.

It was introduced !215979 (merged) in 18.7. Backporting the fix to latest stable release here 18.8.

It is already fixed in the current milestone 18.9: Fix incorrectly shown limited experience alert ... (!218848 - merged)
