Resolve "Replace fa-bullhorn with GitLab SVG bullhorn icon (all instances)"

What does this MR do?

• Replaces instances of fa-bullhorn Font Awesome icons with GitLab bullhorn icon.
• Adds .vertical-align-text-top class to common.css to properly align SVG
