What does this MR do and why?
Updates documentation to reflect the availability of advanced vulnerability management features on GitLab self-managed instances starting with GitLab 18.7. This MR clarifies feature availability, removes outdated references, and adds cross-references to help users understand how advanced search enables advanced vulnerability management capabilities.
