Add logs to verify company step skip workaround
What does this MR do and why?
Add logging for company step skip validation Add detailed logging when users hit the company step skip path to verify the backfill from #510316 (closed) was successful. This temporary instrumentation will help confirm no users are reaching this state after the validation period ending 2025-11-28.
The logging captures:
- User identification and creation details
- Onboarding status and registration type
- Request context (path, referer, user agent)
Also updates the corresponding spec to verify the logging behavior.
