Update group assignments for Code Review

What does this MR do and why?

This change updates the code ownership assignments in GitLab's documentation system. The main change is temporarily reassigning documentation responsibilities from user @aqualls to user @brendan777 for topics related to merge requests, code reviews, discussions, and several API documentation files.
