Fix work item shortcuts in new secondary panel

What does this MR do and why?

This MR fixes user's ability to use work item shortcuts in the secondary panel (just like they could be used in the work item drawer) and adds the listener to close secondary panel on Esc press

How to set up and validate locally

1. Enable New UI in the user settings.
2. Open any work item and add a child item.
3. Open child item in the secondary panel
4. Press E
5. Ensure that child work item in the secondary panel switched to editing state.
6. Cancel editing mode
7. Press Esc and make sure secondary panel is closed
