Support org id for pool repositories

What

This commit is to add code support in various areas. Specifically, model associations, creation logic, model hook to set association, and specs.

Subsequent merge requests will handle backfill migrations and NOT NULL constraints.

Note

organization_id was added here: Add the `organization_id` column to `pool_repos... (!206779 - merged)
