Replace glFeatures with glLicensedFeatures for Runner Upgrade Management

What does this MR do and why?

This change updates how the Runner Upgrade Management feature is controlled. Previously, the feature was managed through a feature flag system, but now it's been moved to use the correct licensed features system instead (which controls features based on what license tier the organization has purchased).
