What does this MR do and why?

Links to global time report, when enabled, from activity dashboard.

Adds support for URL params to the report so we can auto-apply a user filter from the link

How to set up and validate locally

  1. Enable :global_time_tracking_report
  2. Navigate to https://gdk.test:3443/dashboard/activity
  3. Click "Time tracking report"
